NOARK

Definition

NOARK is the National Archives standard for how documents are to be registered, versioned, tracked and ultimately disposed of in public bodies. The current version is Noark 5. The requirements are about a document remaining retrievable with its history intact: who created it, what changed, when it was archived, and if deleted - that the deletion itself is documented. Municipally owned grid companies and other publicly affiliated energy companies are covered, and for them NOARK is not a recommendation but a requirement at inspection.

In practice

In practice it is the disposal requirement that separates NOARK from ordinary document management. A document cannot simply be deleted; the trace that it existed must remain, often as a tombstone with metadata about what was disposed of and when. RUNA's document library follows the NOARK principles with templates, keywords, versioning and a disposal mode with tombstones. Note that it has not been tested against a Noark 5 core - for a public buyer the difference between "follows the principles" and "is certified" is real, and should be clarified early.
