The Emergency Preparedness Regulation (forskrift om forebyggende sikkerhet og beredskap i energiforsyningen) is issued by NVENorway's Directorate of Water Resources and Energy - regulates the electricity and water resources sectors. under the authority of the Energy Act. It sets binding requirements for grid companies and producers regarding: physical security of critical infrastructureSystems and facilities necessary for society's basic functions - including power supply, water systems, telecommunications, and transport., backup power and emergency generators, redundancy in communication and control systems, emergency response plans and exercises, and requirements for data storage and recovery. The IT requirements are particularly relevant: SCADASupervisory Control and Data Acquisition - system for real-time monitoring and control of industrial processes. systems must have redundant communication paths, operational data must be backed up regularly, and systems controlling the power supply must be protected against unauthorised access (see also NIS2EU directive on network and information security - imposes strict security requirements on critical infrastructure.). The Emergency Preparedness Regulation in practice sets requirements similar to NIS2, but is specific to the energy sector and has been in force for longer.
